With over twenty-five years of experience in the investment industry, Jeff is the founder of BFRC Services, LLC in Columbia, SC. His career spans both sell side and buy side experience in roles including Director of Quantitative Research, Director of Fixed Income research, and Chief Investment Officer. He has bridged the practical with the academic as both a tenured and chaired professor and Director of the Quantitative Finance program at James Madison University, he was more recently a Visiting Professor at both Washington and Lee and George Washington Universities. His research has been widely published and integrates academic rigor with practical applications. He has offered consultant solutions to major sell side firms, law firms, and both buy side and sell side investment institutions.
Jeff has most recently been the expert witness in prominent lawsuits involving fiduciary oversight within the defined contribution area (mega plans in both the 401(k) and 403(b) space). He concurrently performs research on defined contribution plan design for the Reason Foundation something he has been involved with throughout his career. Jeff was the founder and Chief Investment Officer of Innealta Capital where he managed in excess of $5 billion dollars in assets using systematic ETF based tactical, sector and country portfolio strategies. His previous positions include the same role across a spectrum of systematic portfolio strategies and asset classes including quantitative modelling of fixed income products as well as valuation of various structures of derivative securities, a topic that he has also widely published on. Jeff was also the lead expert for Deutsche Bank on equity research analysis for the Global Research Analyst Settlement in 2003, a task which required research evaluation as well as performance attribution and measurement.
Jeff holds a B.S. in Electrical Engineering, and M.S. in Economics, and a PhD in Finance and Econometrics all from Lehigh University. Additionally, he holds a M.S in Finance from the University of Texas, Dallas. He is also a Chartered Financial Analyst (CFA), a Chartered Market Technician (CMT), and has the Certificate in Investment Performance Measurement (CIPM). Finally, he serves on the Advisory Board of the Journal of Portfolio Management and has been a committee member responsible for the CFA exam and curriculum development.
